9. With regard to items 1, 2, and 3, I enclose for your information copies of detailed statements furnished by the Director of Public Works and Captain Superintendent of Police showing how the figures given are arrived at. I am strongly of opinion, after a very careful consideration of the requirements of the new territory, that the roads and buildings mentioned in Mr. Ormsby's list are absolutely essential. They are already in course of construction and should be completed without delay. The same remarks apply to item No. 8, concerning which I have already addressed you in my despatch No. 53 of the 10th March last.
As regards Police requirements, in view of recent experiences, I concur with Mr. May that the proposed establishment is necessary to preserve order and prevent crime.
Items No. 4 and 5 are based on a rough estimate and are subject to revision, if necessary, hereafter. In the meantime, it would not be prudent to adopt a lower estimate under these headings.
Item No. 7 makes provision for the partial execution of certain Public Works Extraordinary of somewhat pressing urgency, a list of which is enclosed. A new Post Office is an immediate necessity, and an early commencement should be made with the new Law Courts. A new Police Station at West Point is also urgently required, and the construction of General Black's Link and High West Road would open up some valuable sites in the Hill Districts where property is much in demand. I therefore consider that a sum of at least $300,000
